Especially in institutions,lecturers lectures you only to pass his course not to rise in course. It's only those who choose to rise as you have said, will rise.
That's why you see many that obtained the first class - 5.00 GPA,that can't defend their results. 'La cram la pour' is common among student.
Let educational boards do something about it.
